I don't know the context of this statement, but I can't imagine any that it would make less shocking. Without grace, there is no hope. Without hope, we should despair.

Noel Beda was referring to a very specific definition of grace used by some, not grace itself. The rest of the quotation makes it clear he was speaking, like St. James 2:26, about a definition that promoted faith without works.
